
In Moldova, the state of emergency is planned to be extended throughout the country for another 60 days, starting from June 4.
The corresponding decision was approved by the government at a meeting on Wednesday on the basis of the conclusion of the Commission for Emergency Situations, and will send this proposal to parliament for consideration. Interior Minister Ana Revenсo recalled that for the first time, Parliament declared a state of emergency throughout the country for a period of 60 days from February 24, 2022, at the proposal of the government, taking into account the immediate threat to national security due to the war in Ukraine. Subsequently, the state of emergency was repeatedly extended by decisions of Parliament, the last time for another 60 days, starting on April 5. The head of the Ministry of Internal Affairs noted that the development of events generated by the war in Ukraine has not changed significantly over the recent period. Massive missile attacks on the civilian and military infrastructure of the neighboring country continue with significant human and material losses, and the proximity of the war still makes Moldova vulnerable. The risk of unauthorized overflight of Moldovan airspace still remains, given that the Russian military can, as they have done before, launch missiles or drones against Ukraine, and its defense could also cause collateral damage that affects us. Ana Revenсo urged not to discount information from the public space about the threats to expand the range of weapons used by Russia through the use of non-traditional weapons. Also, based on the analysis of the available information, it was established that Moldova is still subject to asymmetric threats and a wide range of hybrid war manifestations, such as propaganda in the information space through falsifications and manipulations, including of a military nature, incitement to hatred, xenophobia and separatism. In this context, the risk of new cyberattacks against government institutions and critical national infrastructure must also be taken into account. At the same time, as the head of the Ministry of Internal Affairs noted, in the context of intensified hostilities in Ukraine, the flow of refugees may increase. The damage to food and logistics chains also persists, to eliminate which immediate measures are needed to simplify customs procedures, facilitate transit through national territory and borders. In these circumstances, the Moldovan authorities need to continue the operation of legal mechanisms limited to the state of emergency, which can lead to the management of such unpredictable events and to the prompt response of the national authorities to each such hypothetical situation, including for the rapid management of risks that may materialize at any moment. As Ana Revenco noted, in the same context, there is also a risk of impact on the natural gas transportation infrastructure in Ukraine, as well as on some segments of the electricity transportation infrastructure, which could lead to disruptions in the continuous supply of electricity to Moldova. Taking into account the main risks and threats listed above, generated by the ongoing war in the neighboring state, the government considers it necessary to extend the state of emergency throughout the country for a period of 60 days, starting from June 4, so that the Moldovan authorities could be able to intervene promptly in case of need to adopt additional solutions to those envisaged by the existing legal framework, as well as to maintain the mechanisms adopted so far by the Commission for Emergency Situations in order to prevent risks to national security and public order, ensure energy security and manage the flow of refugees.// 24.05.2023 — InfoMarket.
