The Commission for Emergencies has approved a temporary mechanism to regulate trade and economic relations of the Transnistrian region's economic agents.

According to the Commission's order, financial means accumulated by the Cuciurgan thermal power plant from payments for the electricity consumed by users on the right bank of the Nistru river can be transferred to a company appointed by Cuciurgan thermal power plant, which will ensure mediation of payments to accounts opened by it in one of Moldova's licensed banks. This company, in its turn, will be able to transfer money for the purchase of goods intended for citizens of the Transnistrian region (trade operations and logistics services). Economic agents from the left bank region, registered in accordance with the legislation of Moldova and having an account in one of the licensed banks of Moldova will be able to participate in the purchase and delivery of goods for the population of Transnistria. The order of the Commission contains a specific list of goods that can be imported through this mechanism: food and household goods, medicines and hygiene products. The products can be imported within 60 days after the payment for the goods is made. Goods for the Transnistrian region can be delivered only through checkpoints in Leuseni and Tudora. The implementation of this temporary mechanism will be monitored by an interdepartmental working group coordinated by the Deputy Prime Minister for Reintegration. Under this mechanism, Transnistrian companies will have to comply with Moldovan legislation on preventing and combating money laundering and terrorist financing. At the same time, the Commission for Emergencies approved the procedure of establishing and conducting business relationships by licensed banks of Moldova with business entities from the Transnistrian region within the interim mechanism. It is stipulated that all the operations within this mechanism will be monitored by the Service for Prevention and Combating Money Laundering, which at the end of the month will provide a general report to the State Tax Service and the Customs Service. This report shall contain the data regarding the type of transaction, the partners, the purpose of payment, the date of performance of the operation, the transaction amount in currency and in MDL at the NBM exchange rate, etc.). This data will be analyzed by the customs and tax authorities of Moldova, after which the working group will review the reports.
