The Cabinet of Ministers approved the corresponding decision in order to increase by 9.5 million lei compensations under the Prima Casă (First House) state program in 2021 and to cover other unforeseen expenses, while reallocating as well some appropriations approved in the Law on the State Budget for 2021. As noted by the Ministry of Finance, the Government's Reserve Fund was replenished from reserves for some subprograms. So that the budgets of the central public authorities are not affected, the size of the Government Reserve Fund was increased at the expense of some reserves identified in the "General Actions" for the subprogram of subsidizing jobs in the amount of 20 million lei, the subprogram for support of small and medium-sized enterprises in the amount of 1 million lei and sub-programs for subsidizing interest on loans within the framework of measures to support entrepreneurship, in the amount of 6.2 million lei. At the same time, thanks to the savings obtained through servicing the converted government securities this year, it is proposed to redistribute 7 million lei from servicing the domestic public debt to pay the indexed amounts of deposits to former depositors of Banca de Economii in 2021, so that to avoid stopping the payment of these payments. Insufficiency of funds is determined by an increase in the number of beneficiaries' applications for indexation and a new assessment of payments until the end of the year, taking into account the fact that during the current 5 months such expenses amounted to 52 million lei (74.3% of the money allocated for this purpose for a year). The Cabinet also carried out a number of other redistributions; in particular, it reduced the budget of the Ministry of Justice by 2.66 million lei at the expense of budgetary allocations provided for the penitentiary system in order to pay for services for the supply of electricity. The government has increased the budget of the Supreme Council of Magistracy by this amount to carry out a major overhaul of the court building in the Chisinau’s Ciocana sector, which is in a disastrous state. Another 15.55 million lei will be allocated to the Ministry of Internal Affairs to continue projects financed from external sources, pay salaries to new employees of the central office, dismissal benefits, etc. Also, 1 million lei is redistributed from the Ministry of Economy and Infrastructure to the State Chancellery, the founder of the public institution "Electronic Governance Agency" in accordance with the previous government decree for the administration and development of an automated information management system and issuance of permits.
