Moldova will become part of the EU Single Window Environment for Customs on November 1 thanks to the implementation of the New Computerized Transit System (NCTS)
As announced by the Customs Service, this modern digital tool allows real-time management and control of the transit of goods between the countries of the European Union, the European Free Trade Association (EFTA), and other participants in the Convention on a Common Transit Procedure. In order to ensure full compliance of national procedures with European standards, the Customs Service developed and approved by its order of October 8 the Methodological Norms for the Preparation of Transit Declarations, which will come into force on November 1. This document regulates a number of technical and operational changes aimed at ensuring full compatibility of Moldova's customs processes with the requirements of the NCTS (P6) system. The main provisions provide for: granting the holder of the procedure a 3-day period to eliminate identified minor discrepancies; automatic assignment of a movement reference number (MRN), which simplifies the registration and tracking of declarations; mandatory attachment of accompanying documents (CMR, invoice) when submitting an electronic declaration; completion and clarification of the reservation procedure to ensure the continuity of customs activities in the event of IT system unavailability; automation of operational processes at the level of the authorized consignor. Customs Service Director Alexandru Iacub noted that the introduction of NCTS marks an important stage in the modernization of Moldova's customs system. “We are connecting to a single European network based on digitalization, transparency and cooperation, which will make procedures faster and safer for all participants in international trade. This is an important institutional achievement, confirming our firm commitment to European standards and modern customs services focused on efficiency and trust,” he stressed.
