
The Customs Service has started to apply new rules of safeguards application
The relevant amendments to the regulatory framework were published in Monitorul Oficial (the Official Journal of Moldova). They were introduced to transpose the provisions of the new Customs Code of Moldova and the EU requirement regarding the issuance of guarantees, determining the conditions and terms of the guarantor's commitment. In particular, the changes imply the adjustment of the application for authorization to use a global guarantee with the possibility of reducing the amount or exemption from the guarantee, as well as the authorization to use a global guarantee in accordance with the requirements of the European regulation. The new provision allows the issuance of a global guarantee certificate or a certificate of exemption from guarantee to the customs authority when it is necessary for the continuity of the transit procedure. It also establishes a procedure for calculating the global guarantee's checksum, indicating the main elements that contribute to its determination, and a procedure for monitoring the checksum. These changes are aimed at a more efficient and transparent application of customs rules on guarantees, facilitating the activities of economic operators and the interaction between customs and the business environment. // 01.11.2024 – InfoMarket
