Moldova to create a network for the collection of accounting information on the income and economic activity of agricultural enterprises (RICA).

The Ministry of Agriculture and Food Industry has submitted for public consultations a relevant draft law. The aim of the bill is to introduce a methodology for assessing the annual income of agricultural enterprises and analyzing their economic activity. The draft law stipulates the goals and objectives of RICA, provides a list of information for determining the income of agricultural enterprises and for analyzing their economic activity. It also describes the concepts that will be used in the implementation of the provisions of the law, establishes the scope of observation, the structure of the information to be collected, the content of the agricultural producer's record card, etc. The draft law provides for the establishment of the RICA network. It is planned that the RICA network will be formed by a government-appointed institution/agent for communication, a national committee (approves the plan for selection of enterprises that keep their own accounting records), accounting bureaus and directly by agricultural producers. Prohibitions and sanctions are also presented. For example, it will be prohibited to use for tax purposes any accounting data and individual information obtained under the law to be approved. It will also be prohibited to disclose information by persons who participate in the collection network. The restrictions will apply, including after the termination of activities in the network. The authors of the document specify that until now the assessment of agricultural policy has been carried out on the basis of data provided by the Agency for Intervention and Payments in Agriculture, without applying a comparative assessment of the economic activity of agricultural enterprises. However, without changing the evaluation criteria, it can be assumed that the implemented policy will not achieve the expected results and, accordingly, it will become difficult to determine the directions of support for the development of the agricultural sector and rural areas.
