The Association “Force of Farmers” is threatening protests if Parliament does not pass the VAT refund bill in the second reading.
The organization's press release says that the adoption of this law looks like a mockery of the agricultural sector, which has been hit hard this year by numerous crises. The organization is outraged that even this week this important legislative initiative was not included in the agenda of the parliament session. “The Ministry of Finance, having bureaucratically blocked the parliamentary amendments developed jointly with the Association “Force of Farmers” and verbally agreed with representatives of the relevant ministry, has crossed all boundaries of common sense,” the organization believes. This bill and two other initiatives proposed by the association are designed to support farmers affected by drought, the Russian embargo, and the energy crisis. The Association “Force of Farmers” believes that the unacceptably long delay in the approval of the bill greatly affects the interests of agricultural producers, who cost dearly every day of delay. The organization said that if the law on VAT refunds to farmers is not adopted next week, farmers will be forced to protest. As InfoMarket agency reported earlier, on November 3, the Moldovan parliament approved in the first reading the draft law on the VAT refund program for agricultural producers. It is planned that the beneficiaries of this program will be economic agents engaged in activities in the field of agriculture and suffered more than 50% loss of agricultural products in 2022 on at least 50% of the total area of land in use and / or possession as a result of natural disasters of 2022, established by the ascertaining acts approved by the commissions for emergency situations. It is planned that VAT will be refunded on the basis of an application submitted to the State Tax Service, and payments will be made by the State Tax Service and the State Treasury within 25 working days. VAT will be refunded for the period from April 2022 to June 2023 inclusive. // 01.12.2022 — InfoMarket
