
The concept of the Program for the direct sale of government securities (GS) to individuals in Moldova will be adjusted.
The corresponding project was initiated by the Ministry of Finance. In particular, the program proposes to clarify the procedures related to the issuance of government securities of individuals through an electronic platform, and a number of changes have been prepared regarding the owner of the electronic platform, which will provide technical administration and support for the information system. As a reminder, the concept of the program, approved in the fall of 2021, provides for the creation of an electronic platform for the direct sale of government securities to individuals (e-VMS), without auctions and without the mediation of primary dealers, at a low price and in safe conditions (today, individuals in Moldova can purchase government securities only through primary dealers). This program is aimed at expanding the circle of investors and creating optimal conditions for direct participation of investors in the domestic government securities market, diversifying government securities sales channels, developing the secondary government securities market, increasing the transparency of government securities transactions, as well as increasing the level of education of individuals regarding government financial instruments. The platform will provide the necessary technical means: access via the Internet, identification of persons, interaction with payment systems and government information resources, accounting for retail investors (retail) and tools, etc. Access to the electronic GS sales platform will be provided through the existing e-government infrastructure, using existing public authentication and access control services (MPass and Mconnect), as well as on the government portal for citizens (MCabinet) - for users to view the GS holdings purchased through the platform. The purchase and implementation of an electronic platform for the sale of government securities is planned to be carried out within the framework of the USAID project “Financial Sector Transparency in Moldova” (FSTA).
