The Cabinet of Ministers adopted a decision in this regard. It is planned that the Ministry of Finance will allocate these funds from the state budget for 2021 at the request of the Public Property Agency, as the sole shareholder of Arena Națională LLC; and the Public Property Agency will ensure the introduction of amendments to the charter of the company to increase the share capital and their registration. As the CEO of the Public Property Agency, Eugen Cozonac, reminded, on August 24, 2018, the Ministry of Education, Culture and Research and Arena Națională LLC concluded a public-private partnership contract for the design and construction of the multipurpose arena by the private company Sam Investment Company. Subsequently, the Public Property Agency became the sole shareholder of Arena Națională LLC. Later, according to an additional agreement to the contract, in addition to the obligations stipulated in the contract, the private partner also received the obligation to design, build, construct and connect to external water and sewage networks 10 hectares of land intended for the construction of the multifunctional arena. The cost of the work on the additional agreement - 1 million 529 thousand 753 euros, resulting in a total project cost of 44 million 529 thousand 753 euros. The schedule of return of the investments includes 24 tranches while 2 tranches of 5 million euros each were paid during the construction period (12 months after the beginning of the works). The remaining 22 payments broken down into two annual payments are to be made during 11 years starting with the date of the works completion report (December 24, 2019). As Eugen Cozonac noted, the money allocated now, 67 million 739.5 thousand lei (the equivalent of 3 million 169.8 thousand euros), are the first and second tranches to be paid in the second year.
