
NAER will revoke Moldovagaz's gas supply license if the company fails to complete the procedure for separating the owners of the transmission networks (Moldovagaz and Moldovatransgaz) by July 31
This was reported by the National Agency for Energy Regulation, noting that the energy regulator adopted a strategic decision on April 8 to amend Resolution No. 513/2024 on the certification of the Vestmoldtransgaz transmission system operator, adapting the deadlines for implementing European requirements to the realities of the natural gas market in Moldova. As noted by NAER, this decision was made in the context of Moldova's commitments to the European Union within the framework of the general strategy signed on February 4, 2025, regarding the country's energy independence and sustainability. Based on it, the Moldovan authorities have committed themselves to finally eliminating any form of dependence on natural gas from Russia and accelerating the country's integration into the European energy market. NAER, as "the guarantor of the balance between the requirements of the law and the public interest, played a significant role in this process." The decision was taken following a thorough analysis of the energy security risks, especially for consumers on the left bank of the Dniester, and taking into account numerous consultations with the Ministry of Energy, the Energy Community Secretariat and other relevant entities in the sector. As a result, if Moldovagaz does not complete the unbundling procedure under the conditions provided for in Art. 28 of the Law on Natural Gas by July 31, NAER will revoke Moldovagaz's license for the supply of natural gas and appoint another license holder, who will be obliged to supply natural gas to consumers at regulated prices. NAER plans to launch competitive procedures for the selection of these suppliers, starting from the second quarter of 2025. The energy regulator recalled the context of the adoption of the relevant decision by NAER. In particular, by Resolution No. 513 of August 23, 2024, NAER preliminarily certified Vestmoldtransgaz, setting strict conditions, including the functional and legal separation of the Moldovagaz and Moldovatransgaz transmission networks from other activities in the gas sector, until September 30, 2026. Subsequently, Russia's Gazprom unilaterally stopped gas supplies to Moldova. As a result, the Ministry of Energy revised some of the conclusions from the previously expressed Opinion regarding the security of natural gas supplies to consumers on the left bank of the Dniester.
