
Moldova will take new measures for the development and use of renewable energy sources.
This is provided for by the government-approved legislative initiative to amend the Law on the Promotion of Renewable Energy Sources. One of the proposed changes is aimed at expanding the "net billing" mechanism, which will allow consumers to benefit from supporting more consumption sites for power plants. This will attract more investment in the renewable energy sector, and will also contribute to the diversification of energy sources, increase the energy security of the state, and also create the legal prerequisites to facilitate the creation of the first energy communities. The development of energy communities, the members of which can be both local public authorities and economic agents or individuals, will reduce the costs of covering the participants’ own consumption. At the same time, the process of connecting large eligible producers to the grid will be simplified, allowing the government to assign utility service obligations to system operators and thus ensuring that large producers are given priority for connection permits to winning bidders. This measure will help prevent the blocking of network capacity, will stimulate the development of projects from renewable sources and the successful implementation of the first tenders in the field of renewable energy in the country. At the same time, according to the bill, the Ministry of Energy will take control of the fulfillment of obligations by large rights holders. The discriminatory guarantee imposed on applicants for connection permits, which exclusively affected generation facilities from renewable sources, will also be abolished.
