
The Ministry of Energy and NAER, together with development partners, have begun the process of creating a regulatory framework and technical requirements for energy communities.
The Ministry of Energy announced this, noting that the department's Secretary of State Carolina Novac took part in a discussion seminar organized under the auspices of the ministry by the German Energy Agency (DENA), during which the process of creating a regulatory framework and technical requirements for energy communities was reviewed. The event was attended by representatives of central and local authorities, the National Agency for Energy Regulation, the National Center for Sustainable Energy (CNED), distribution system operators, the USAID Moldova Energy Security Project (MESA), the United Nations Development Program (UNDP), the Convention of Mayors etc. The purpose of the workshop is to better understand the needs and constraints in creating energy communities at the local level and adjust the regulatory framework accordingly, as well as benefit from improvement opportunities and consultation options for local authorities. As noted in the Ministry of Energy, in Moldova, energy communities can play an important role in ensuring the security of electricity supplies and reducing dependence on energy imports. Decentralization and democratization of energy supply are essential for sustainable transformation of the energy system. In this regard, energy communities offer new and numerous opportunities for citizens. They can actively participate in the energy transition through the collective production and consumption of electricity, as well as through financial participation in this transition. “Our main goal is to improve the efficiency of consumption of each kilowatt, and energy communities represent an ideal solution for cost-effective approaches to installing renewable energy capacity at the level of local authorities, households and businesses,” emphasized Carolina Novac, speaking at the event. According to her, developing a legal framework for the creation and functioning of energy communities is the goal of the Ministry of Energy, and the support of development partners helps it a lot. Carolina Novac thanked partners for supporting everything that helps solve problems and overcome obstacles in the process of ensuring security of supplies and reducing dependence on energy imports. Over the course of 2 days, event participants will discuss the legal context, rights and responsibilities of energy communities, organizational structure and technical problems of their creation.
