
Moldova will simplify the procedure of connection, installation and operation of solar photovoltaic stations for household consumers.
Andrei Spinu, Deputy Prime Minister and Minister of Infrastructure and Regional Development said this was stated in a draft of a relevant bill that was submitted to the parliament and aimed at reducing electricity bills for citizens. The document stipulates that the connection permit for the plants, meant for household consumers, will be issued within 10 days instead of the current 30 days. Also, 1 connection permit will be issued for such plants for household consumers instead of 2 as now. When issuing a connection permit, the distribution network operator will include the most advantageous and cheapest technical solution in the technical conditions. The approval will be based on the application of an authorized electrician, in this sense there is no need for a certificate of conformity from ANRE, as it is currently done. In the case of residential consumers, there will be no need to obtain a city planning certificate and a building permit when designing, accordingly there will no longer be a need to develop a performance specification and go through the stages of expertise. The date when the supplier and the consumer calculate the energy produced/consumed will be moved from December 31, as at present, to April 30. This will allow excess electricity generated mostly in the summer to be used for heating in the winter, thus reducing natural gas consumption.
