The Moldovan government has approved new measures to support the development of small and medium-sized enterprises in 2026–2027; the estimated cost of implementing the planned measures will be 4.26 billion lei

Specifically, the Cabinet of Ministers will strengthen support for the business environment by facilitating access to financing, enhancing the competitiveness of small and medium-sized enterprises, digitizing public services, supporting exports and promoting women’s entrepreneurship, as well as improving the regulatory framework. New measures in this area are outlined in the government’s updated Action Plan for 2026–2027 to implement the National Program for Promoting Entrepreneurship and Enhancing Competitiveness for 2023–2027. Specifically, by 2027, the government aims to increase the number of employees in the SME sector by more than 17,000, expand the use of electronic invoicing from 16% to 22%, increase the number of active enterprises, boost the contribution of SMEs to GDP, increase exports, and more actively support women-led enterprises. At the same time, the program aims to expand access to financing. The volume of loans provided to the SME sector with the support of financial guarantees issued by the Organization for Entrepreneurship Development (ODA) is estimated at 4.5 billion lei by 2027, compared to 1.8 billion in 2024. By 2027, the volume of grant funding provided for business start-ups through ODA instruments is projected to more than triple compared to 2024. Tools to support the internationalization of SMEs will also be developed and improved, and the participation of Moldovan entrepreneurs in European programs will be expanded. An important element in this regard is the alignment of the criteria for defining small and medium-sized enterprises with European Union standards. This measure will help Moldovan companies gain easier access to programs, funds, and other European business development support mechanisms. The estimated cost of implementing these measures over the next two years is 4.26 billion lei.
