The Moldovan e-Governance Agency and Mastercard will collaborate to promote digital payments in EVO and develop financial education

Specifically, this is provided for in a memorandum of understanding signed by the parties, under which they will cooperate to promote digital payments in MPay and EVO, develop financial education, and elaborate projects to modernize payment infrastructure and data management. The document, signed on September 8 by Nicoleta Colomeet, director of the e-Governance Agency, and Irina Untila, regional manager of Mastercard in Moldova, establishes a two-year cooperation and defines the following areas: joint implementation of digital and financial education programs; development of incentive programs (cashback, discounts) for card use; introduction of innovative electronic payment technologies in the public sector; development of cashless payments through EVO and MPay; facilitation of electronic payments in public online commerce; integration of modern payment technologies into public services; use of artificial intelligence for data analysis and informed decision-making. Nicoleta Colomeet noted that Mastercard has long been a reliable partner of the e-Governance Agency and its initiatives, and now this cooperation has been officially confirmed by the development of new strategic directions for development. According to her, all this will contribute to the achievement of the mission to build the most user-friendly digital state in the region. "EVO and MPay are two main pillars of the digital infrastructure that facilitate easy access to services and social benefits, as well as save time for all citizens. Together with our partners, we will launch targeted activities to promote and stimulate electronic payments, digital education, and increase trust in online transactions. We will work on mechanisms that will make electronic payments through EVO not only easy but also truly beneficial for citizens, both at home and abroad," emphasized Nicoleta Colomeet. In turn, Irina Untila noted that for decades, Mastercard has been working with governments around the world to support them in achieving their digital transformation goals. "We are honored to begin a new partnership with the Agency for Electronic Governance of Moldova, acting as a reliable partner in supporting the country's digital economy. Moldova is already making significant progress in the field of digitalization, in particular through the introduction of contactless and mobile payments, the development of digital banking services, and the launch of innovative solutions. I am convinced that by joining forces, we will open up new opportunities, expand the use of digital payments, and accelerate the introduction of innovations to create safer and more convenient solutions for consumers," emphasized Irina Untila. The EVO app, launched in 2024, centralizes key interactions with the state and transfers them to citizens' phones. The app integrates the MPay state payment platform, offering the ability to easily pay for services in the “Payments” module, as well as view the history of payments made and received. In addition, thanks to the “Payments and Benefits” function, citizens can choose the accounts to which they will receive payments from the state. Launched in 2013, the MPay app plays an important role in the digitalization of financial flows between citizens, government agencies, and the state budget. This year alone, more than 35 billion lei passed through MPay, and since 2013, a total of more than 190 billion lei has been processed through MPay. The use of digital payments, especially cards, has already become the norm for citizens. More than 4.5 million card payments have been processed through MPay. In 2025, the e-Governance Agency registered record figures for card payments or payments routed to bank accounts: card payments - over 1 million payments (in 2021 - 350,000); payments to accounts - 15 billion lei (9 billion lei). The digitization of public payments is a strategic element of the modernization of public administration, providing significant savings for both the state budget and citizens. In the last 5 years alone, the digitization of payments has saved citizens over 1 billion lei, and these savings are growing exponentially from year to year.
