
Moldova discussed public procurement reform in the context of the Public Finance Management Development Strategy for 2023–2030
According to the press service of the Ministry of Finance, development partners, representatives of central and local authorities, non-governmental organizations, and representatives of the business community discussed progress and challenges related to component 6 (Public Procurement) of the Public Finance Management Development Strategy for 2023–2030, with a focus on the implementation of the Action Plan of the National Program for the Development of the Public Procurement System for 2023–2026. Arguments were also presented to justify the need to revise this plan. During the session, achievements in the area of public procurement were noted: a package of regulatory acts aimed at strengthening the legal framework for public procurement was approved; a grant agreement was signed with the World Bank, which will allow for the launch of activities to reengineer the electronic public procurement system within the framework of the M-GROW project; actions to create an integrated strategic procurement monitoring system that will be linked to the project.gov.md and e-Monitorizare platforms were initiated; a certification mechanism for public procurement specialists to improve the professionalism of personnel in this area was developed etc. The changes to the Program Action Plan proposed during the discussions were also discussed, including extending the program implementation period until 2027, adjusting the deadlines and updating the performance indicators, introducing new measures and removing those that no longer correspond to current priorities, and rescheduling the implementation stages depending on the availability of external technical and financial assistance. // 23.05.2025 — InfoMarket.
