Moldovan Government is preparing a Strategy for public administration reform for 2023-2030 and expects to be funded by the development partners.

According to the press service of the Cabinet of Ministers, in particular, on the eve of the III Ministerial Conference within the Moldova Support Platform the Government held a meeting of the working group on public administration reform and public finances management, chaired by the Secretary General of the Government, Dumitru Udrea and co-chaired by representatives of the Swedish and Dutch embassies. The meeting was organized with the support of the United Nations Development Program (UNDP). The Government presented to the development partners detailed information on support necessary to implement the new public administration reform Strategy and of public finances management. Also, the participants analyzed the support already provided in different fields by the development partners and identified other important areas that need to be financially supported in order to effectively implement the changes in these areas. As Dumitru Udrea noted, public administration reform is one of the most complex and requires a lot of support to make the changes proposed by the government. "This is why your assistance is so important, and the next Moldova Support Platform conference can turn the vision of the executive into reality in order to achieve the final goal of an effective public administration at all levels, oriented to citizens", he said. Representatives of Sweden and the Netherlands welcomed the organization of the working group meeting and highlighted the importance of mobilization of necessary resources for concrete results, noting that the success of this reform will also determine the achievement of the European path of our country. The working group was created in order to ensure an efficient dialogue between the government and donors in the area of public administration reform and management of public finances. The decision to create the group was taken after the Ministerial Conference within the Moldova Support Platform in Bucharest in July. This is the second meeting of the members and contributes to efficient exchange of information and mobilization of external partners to support strategic priorities for public administration reform in Moldova. The Government is preparing a strategy for public administration reform for 2023-2030. It will include 5 areas of intervention: management of public functions; public organizations; system of justification, coordination and implementation of public policies and strategic planning; digitalization of public services, simplification and de-bureaucratization; local public administration. Also, within the Joint Committee on Decentralization there will be a broad discussion of the local public administration component, as well as creation of sectoral platforms for communication and consultations on state policy options in the local public administration domain. The III Ministerial Conference within the Moldova Support Platform, an initiative of Germany, France and Romania, will be held on November 21 in Paris. Its goal is to mobilize, focus and coordinate political, technical and financial support to Moldova from developed countries. In Paris, Government Secretary General Dumitru Udrea will present the priorities for the public administration reform, as well as the necessary support for the implementation of this. The Moldova Support Platform is a tool to support the efforts of our country's authorities to overcome the crises it is facing, but at the same time, it has the role of supporting the successful implementation of the reforms necessary for the modernization of the state and strengthening the sustainability of its institutions. // 15.11.2022 – InfoMarket
