According to information published on the MTender website, a consortium of companies Certsign (Romania), Österreichische Staatsdruckerei (Austria) and Demax Holograms PLC (Bulgaria) offered the lowest cost of manufacturing forms with personalization technologies for the production of identity documents of the national passport system. The consortium entered the tender with a price offer of 168 million lei, but during the auction reduced the price to 162.1 million lei (-4%). Two more international consortia also participated in the tender. The highest price - 480.4 million lei - was offered by the Bulgarian-Lithuanian consortium of companies Optimo IT Solutions Ltd. and UAB Garsų Pasaulis. Hungarian-Romanian consortium of companies ANY Biztonsági Nyomda Nyrt. and Zipper Services, participated in the tender with a price offer of 353 million lei. Recall that the Agency of Public Services announced on April 29 an open tender for the purchase of 1.5 million forms with personalization technologies for identity documents of the national passport system, driver's licenses and registration certificates. The estimated cost of the work was announced in the amount of 465.3 million lei. The tender was held in order to continuously ensure the process of processing and issuing documents of state significance for 2022-2023. Among the mandatory requirements for bidders was the presence of a security printing certificate (printing of documents of state significance, printing of banknotes, experience in implementing similar projects of state significance, etc.), compliance with international standards (DOC 9303, etc.), the provisions of the 1968 Convention on road traffic, as well as the obligation to ensure interaction and integration with the hardware and software complex of the Agency of Public Services in the production process. After the completion of all formalities, a contract will be signed with the winner of the tender for the performance of work within two years - from January 1, 2022 to December 30, 2023. Earlier, Agency of Public Services reported that the advance organization of public procurement procedures in 2021 is dictated by procedural and technological specifics, since legal procedures take from six months to a year. This will also avoid the risk of running out of letterhead and supplies. The depletion of reserves may lead to the fact that the Agency of Public Services will not be able to perform its main functions - the provision of state services for the production and issuance of identity documents, driver's licenses and registration of vehicles. At present, the stock of passport blanks is 230 thousand units, identity card blanks - 220 thousand units. The order for 1.5 million forms is based on a study carried out by the Agency of Public Services, based on the number of documents issued in 2017-2020, as well as the number of documents that have expired or documents that expire in the current year.
