Moldova: tariffs for postal services of Posta Moldovei (Post of Moldova) have been increased for domestic mail by an average of 46% and for international mail - by 9.7%.

This follows from the decision taken by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), which approved new tariffs for universal postal services provided by Posta Moldovei as a universal postal service provider. According to ANRCETI, the new tariffs for universal postal services, including domestic and international mail, were calculated by Posta Moldovei in accordance with the methodology in force. The basis for the development of new tariffs was the financial and accounting data for 2022, collected on the basis of separate accounting for these services, verified by an external audit organization, which confirmed the absence of deficiencies that could lead to misrepresentation from the reports/information prepared by Posta Moldovei. A detailed analysis of the statements on expenses, revenues and capital employed for 2022 showed that the revenues of Posta Moldovei do not cover the costs of services within the universal postal service, which requires a change in tariffs to ensure the continuity of universal postal services. The approved new tariffs will take effect within 30 days from the date of the announcement of Posta Moldovei and will be unified for the whole territory of Moldova. According to ANRCETI, tariffs for domestic postal items will increase by 46% on average, while international postal tariffs will increase by 9.7% on average. According to the regulator, the majority of universal postal services consumers are legal entities, as the population is largely migrating to alternative communication solutions offered by modern technologies, while there is a continuous downward trend in this service area due to the introduction of digital communication solutions. The share of postal mail of the population in the total volume of mail sent is about 17%. Therefore, an increase in postal tariffs will not significantly affect the population. As for the impact on economic agents, postal services do not account for such a large share of their expenditures. However, economic agents that send large volumes of postal services can take advantage of special tariffs.
