The EVO governmental e-services application will be created with the support of the Future Technologies Activity, and its development will require about 3.5 million lei.

The Ministry of Economic Development and Digitalization presented a draft concept of an integrated governmental e-services application EVO. This application will ensure the access of individuals and legal entities to government services at any time or any place, without the need to be physically present in the offices for the provision of public services. EVO will unite all government services on one platform, and through this application citizens and businesses, including those in the Diaspora, will be able to interact more actively with government agencies and use public services. As noted in the explanatory note to the project, the experience of successful implementation of such a mobile application is in Ukraine ("Diya"), where millions of citizens use more than 100 public services. Singapore has implemented a digital platform LifeSG, which provides users with access to multiple public and private services through a single account. Moldova's similar application will be developed by the e-Governance Agency and, according to the plan, EVO will be the central point of digital interaction between the public sector and private individuals - individuals and legal entities: using electronic identification, they will have access to a wide range of electronic public services. Initially, EVO will consist of 11 basic modules: user profile and data, documents, payments, management of notifications and QR codes; access to public services; electronic entry for public services; medical data and the person's status in the MHI system (e-Sanatate); e-Democrație module (information on filing petitions or receiving responses to petitions, opinions expressed during public consultations); a module where all powers of attorney and the chronology of their issuance will be registered. The application will exchange information with all information systems, registers, platforms, portals and government e-services of the state; it will become a "single window" for access to information systems, platforms, databases of the state. EVO will allow an individual or a representative of a legal entity to store documents in an electronic application, and they will have the same legal validity as documents made of plastic or paper. The application will eliminate paper documents in the interaction of citizens and businesses with government agencies, reduce operational costs for the provision of public services, and will be able to use modern technologies in serving citizens and businesses (e.g., artificial intelligence). It is planned that the EVO application will be available free of charge for users. The integrated governmental e-services application EVO will be implemented with the support of the Future Technologies Activity, funded by USAID, Sweden and the United Kingdom, with a preliminary development cost of about 3.5 million lei (almost $200 thousand).
