
The Moldovan Parliament adopted in the first reading the 7th package on debureaucratization of the business environment to reduce the costs of economic agents
This bill, developed to facilitate the activities of the business environment, will reduce the costs of economic agents on entrepreneurial activity. The legislative initiative was developed by the Ministry of Economic Development and Digitalization with the support of the Secretariat of the Economic Council under the Prime Minister and UNDP. The document contains a number of changes to the regulatory framework related to entrepreneurial activity and is aimed at eliminating administrative barriers and unreasonable or outdated requirements. The changes concern the procedure for registering or liquidating a business, domestic trade, sanitary expertise, outdoor advertising, etc. The authors of the document propose amending the Law on Pharmaceutical Activity in order to establish uniform licensing conditions for pharmacies in rural areas, regardless of whether they are subsidized by the state or not. Thus, equal and non-discriminatory conditions for economic agents on the ground opening pharmacies in villages will be created. In the same way, amendments are proposed to the Law on Joint-Stock Companies, including elements of digitalization and remote communication. The amendments to the Enforcement Code of Moldova propose to include banks in the list of lessors that can benefit from the fact that the leasing agreement has the value of an enforcement document. The bill also proposes to extend the validity of the sanitary certificate from 1 to 3 years, regardless of whether the products are imported or not. It is also proposed to lift some restrictions on wholesale trade. It will also be allowed in premises less than 400 square meters, and the traders' costs will be correspondingly lower. Other changes concern outdoor advertising. Thus, panels less than 3 square meters will no longer require a permit. In other cases, the validity of permits will be extended from 1 to 5 years. The legislative initiative also proposes to reduce the ceiling on the expert's remuneration for accreditation services rendered. Thus, the ceiling will be reduced from 50% to 30% of the average salary in the economy for each working day. The proposal, aimed at simplifying the business registration procedure, is aimed at eliminating the obligation to register the data of branch administrators. The procedure for voluntary liquidation of a business will also be simplified, and the period will be reduced from 3 working days to 24 hours.
