Moldovan authorities to simplify the process of starting and managing a business remotely.

In particular, businesses in Moldova will be launched and managed remotely in a simplified way using digital tools. This is provided for by the relevant draft amendments to some normative acts concerning development of remote business in Moldova (Contactless Business in Moldova), approved by the government on Wednesday at the initiative of the Ministry of Economic Development and Digitalization. Thus, it is proposed to eliminate the existing restrictions on starting and operating a business remotely in our country. In this sense, digital identification and authentication solutions (eKYC, eNotary and MobiSign) will be used for Diaspora and foreign investors. There will also be a procedure of identification and initial registration of foreigners with the assignment of a unique identifier of the natural person (IDNP) without issuing identity documents, even if the foreigner does not enter the territory of Moldova. At the same time, barriers to remote employment of personnel, including from abroad, will be removed, given that the national economy is experiencing a shortage of skilled labor. "As a result, we will achieve a reduction of unjustified costs for entrepreneurs by using digital tools, facilitating access to end-to-end digital services for entrepreneurs, foreign investors and the Diaspora," said Minister of Economic Development and Digitalization Dumitru Alaiba. "We are creating a sufficient legal framework for the development of remote business in Moldova. This means that investors, whether they are foreigners or representatives of the Diaspora, who want to develop business in our country, will no longer need to be physically present in Moldovan state bodies, they will only need to open a phone connected to the Internet, and all the movements will be available," he said. Dumitru Alaiba noted that the approved draft law provides the following measures: procedure of IDNP provision to foreign investors (an inevitable element for remote registration and business management); ensuring application of digital platforms eKYC, e Notariat and MobiSign for Diaspora and foreign investors; ensuring digital notarization as an option for local entrepreneurs, Diaspora and foreign investors; establishment of the legal regime of the electronic notarial act and peculiarities of electronic notarial activity; mandatory provision of the English version of forms and state services for business (forms, founding documents, permit documents, interaction with the Public Services Agency, etc.). Another package of amendments concern remote labor relations and protection of employees. The matter regards the legalization of remote work, clarification of wage regimes and taxation, including VAT, as well as social insurance contributions (CNAS, CNAM). The possibility of remote employment in companies of foreign citizens who do not have residence permits in Moldova; clarification of labor protection regime, medical certificates and risks at workplace for remote employees; advance registration of remote work permits in Moldova. "And these goals are 100% achievable in Moldova.
