Some restrictions for receiving advance subsidies for the implementation of land reclamation projects have been abolished.

According to the legislative amendments, which were published in Monitorul Oficial (the Official Journal of Moldova), the beneficiaries of advance land improvement grants will be credited in an escrow account with the costs associated with the design and environmental review of the future project. These are significant costs incurred by program participants, but there is no provision for them to be credited to the account. This account is opened in a commercial bank in lei (MDL) after signing a trilateral agreement between the bank, the Agency for Intervention and Payments in Agriculture and the beneficiary. To the account will be credited all funds related to the project after its approval, except for the costs of development of project documentation for the development of investments and environmental impact assessment. Also, the period for submission of application packages within one call for proposals was shortened from 60 to 30 days. This year, the call for applications from potential beneficiaries has been announced only once, and documents have been submitted only by one participant. The amendments will allow for a more frequent call for applications for funding. The program of advance payments for land reclamation investment projects allows natural and legal persons, as well as local authorities of the 1st level to receive funding for the implementation of measures to prevent and combat soil erosion, for chemical reclamation of soils and measures to preserve and improve soil fertility.
