From March 16, Moldovan agricultural producers can apply for diesel fuel provided by Romania as humanitarian aid.
The government decree on humanitarian aid provided by Romania to support the Moldovan agricultural producers affected by the drought, as well as the decree on establishing the volume of diesel fuel to be distributed among farmers, were published on March 16 in Monitorul Oficial (the Official Journal of Moldova). Thus, starting from March 16 until April 5, farmers whose farmlands were affected by the drought in 2020 can apply for financial assistance in the form of diesel fuel. According to the Ministry of Agriculture, Regional Development and the Environment, assistance is allocated to partially compensate for the damage caused to crops following the drought in 2020, and to carry out spring work in 2021. It is provided if, according to the acts of statement, 60% or more of the crop yields from the 2020 crop were affected by the drought. To receive assistance, the applicant must prove the fact of owning or cultivating land plots planted with crop varieties in 2020, and the submitted statements must contain reliable data. The application for assistance, as well as the approved package of documents, can be submitted by applicants to the Agency for Intervention and Payments in Agriculture. The Ministry of Agriculture clarifies that when calculating the amount of diesel fuel provided per 1 beneficiary, several indicators and coefficients are taken into account (crop category, crop damage category, the area of all agricultural land under the authority of the manufacturer, etc.). AIPA is expected to publish a preliminary list of potential beneficiaries. Let us recall that to support Moldovan agricultural producers affected by the drought, the Romanian government allocated humanitarian aid from state reserves in the form of 6 thousand tons of diesel fuel worth about 18.3 thousand RON. For the delivery of this humanitarian aid, 3 million lei will be allocated from the Reserve Fund of the Government of Moldova, which will cover the cost of transportation of diesel fuel tanks, customs broker services, services for receiving, assessing the volume and quality, warehousing, storage, unloading, loading, distribution of diesel fuel, distribution to end beneficiaries. // 16.03.2021 - InfoMarket.
