Moldova has completed a national real estate revaluation, and launched public consultations to verify its preliminary results

The Agency of Geodesy, Cartography, and Cadastre announced this, noting that, in conjunction with the Real Estate Cadastre, it has completed the national real estate valuation and revaluation process and launched public consultations to verify the preliminary results. To bring real estate values in line with economic realities, the Agency has developed eight valuation models based on modern methodology and international practice. Citizens are strongly encouraged to check the value of their real estate by visiting geodata.gov.md. Ivan Danii, Director General of the Agency of Geodesy, Cartography, and Cadastre, emphasized that this step was absolutely necessary, given that the last general real estate valuation was conducted between 2004 and 2011. The system's inability to function in 2026 with the values established two decades ago necessitated this comprehensive intervention, aimed at bringing cadastral values as closely as possible to current economic realities. He emphasized that this update is not simply a technical measure, but an important step for the security of real estate transactions and for providing local authorities with a reliable working tool. The work carried out by the Agency of Geodesy, Cartography, and Cadastre and the Real Estate Cadastre covered approximately 6 million real estate properties, structured into two priority areas. On the one hand, a mass valuation was conducted for assets that had never been officially assessed, such as rural homes and agricultural land. The process also focused on revaluing apartments, private homes in cities, garages, and commercial or industrial buildings, thus ensuring a fair and up-to-date database for all real estate categories. Beginning January 26, preliminary real estate appraisal and revaluation results were published on the website geodata.gov.md. The consultation period will end on April 30. During this 90-day period, the state provides every citizen, including those from the diaspora, the opportunity to actively participate in data verification. Owners can verify whether technical parameters, such as the presence of utility networks or registered area, correspond to reality, and have the right to challenge any discrepancies identified. Meanwhile, individuals experiencing difficulties or lacking internet access can contact both district or city cadastral offices and local authorities, where they can obtain the necessary information on valuation and revaluation results. The Agency for Geodesy, Cartography, and Cadastre notes that real estate revaluation is important for citizens because it will allow for safer transactions based on a real estate valuation that corresponds to market reality. Citizens will be able to sell, inherit, and buy real estate at a fair price. The cadastral valuation is closer to the market price. The difference between the old and new valuation established by the cadastral office will not be considered an increase in capital. If the valuation is close to the market price, upon sale, the difference between the price and the official valuation will no longer artificially appear as a "capital increase," thus reducing the risk of additional taxation. This will also mean fairer taxes. A realistic valuation ensures that real estate taxes are fair, and citizens do not pay more than they should, or, conversely, are not undervalued compared to others. Such an valuation does not automatically lead to an increase in real estate taxes. Each local government determines the tax coefficient for its respective locality. The new values confirmed during this revaluation process will officially come into force on January 1, 2027, thus completing an important state program to improve infrastructure planning and promote sustainable development in Moldova. To check the new value of their property, Moldovan citizens should visit the real estate valuation and revaluation module at www.geodata.gov.md, enter the cadastral number, and view the data. If the area or physical characteristics are inconsistent, they can file a free online appeal or contact the local cadastral office in person within 90 days.
