The Parliament of Moldova adopted in the first reading amendments to the Law on Promoting the Use of Energy from Renewable Sources.
The changes being made are aimed at improving some of the mechanisms identified in the context of the application of the current regulatory framework. Thus, it is proposed to give the Ministry of Energy the authority to monitor the fulfillment by large eligible producers of energy from renewable sources of the obligations established in the Regulations on bidding for assignment of the status of a large eligible producer. Currently, in the legislation, control over the fulfillment of obligations by a large eligible manufacturer in the period after auctions is not directly assigned to a specific structure. It is also proposed that connection permit applicants will no longer be required to provide a performance guarantee for renewable power units with a capacity exceeding 200 kW. This is intended to help accelerate the energy transition and development of this sector. Another provision of the bill provides that those who produce renewable electricity for their own consumption can also take advantage of the net billing mechanism for power plants located outside the point of consumption. This will benefit, for example, local authorities that have several consumption points, such as a street lighting system, mayor's office, cultural center, kindergarten, etc. Currently, the mayor's office cannot build and operate a single power plant capable of supplying electricity to all consumption facilities it owns. // 14.06.2024 — InfoMarket.
