In particular, the deep crisis in the grain and oilseed sectors was discussed at a meeting of the “Farmers’ Power/Forta Fermierilor” Association Council. Farmers from several regions noted that the situation in the industry has deteriorated significantly over the past five months. Diesel fuel prices have risen by about 70%, and farmers continue to face an acute fuel shortage, which threatens summer and fall agricultural work. The cost of fertilizers has also risen by 35–40%. At the same time, despite rising market prices, wheat prices in Moldova did not increase in July; in fact, over the past week, they have even fallen by 30–40 bani per kilogram, while rapeseed prices remain highly volatile. It was noted that the price of wheat on the domestic market is 1.5 lei lower than the price at the port of Constanta in Romania. Thus, the harvested crop does not even yield a minimal profit for farmers. However, if the downward trend in agricultural prices in Ukraine continues, it is highly likely that Moldovan farmers will suffer from massive imports of grains and oilseeds from the neighboring country, and the risk of a suspension of exports of these products to Romania—where a licensing mechanism is in place for imports from Ukraine—will increase. At the same time, vegetable farmers have been left without subsidies this year and with outstanding debts carried over to 2025, and the Strategic Agricultural Policy Program for next year does not provide for direct payments for grains and oilseeds. Natural disasters over the past five years have depleted and burdened the overwhelming majority of micro, small, and medium-sized farms, and creditors are already exerting strong pressure on them. Based on the foregoing, the “Forta Fermierilor” Association Council requests that the competent authorities take a series of measures to at least stabilize the situation in the grain and oilseed sector. In particular, farmers are asking that the VAT rate on agricultural products not be increased; that licensing for the import of grains and oilseeds be resumed; that sufficient supplies of diesel fuel be ensured for the summer-fall farming season; convening the Grain Sector Production Council to discuss the mechanism for setting purchase prices; having the Competition Council examine the issue of potential cartel collusion in the wheat procurement process; reimbursing micro, small, and medium-sized farmers for excise taxes on diesel fuel used for agricultural work and purchased between June 1 and December 15; adjusting the budget and repaying the outstanding subsidy debt for 2025 // 31.07.2026 — InfoMarket
