
A new computerized transit system (NCTS) will be introduced in Moldova, the European Union is allocating 1 million euros for this purpose
In particular, the Customs Service launched on September 26 a project to implement the new Computerized Transit System (NCTS), which is funded by the European Union and implemented by the United Nations Conference on Trade and Development (UNCTAD). Guests of the gala event were the Ambassador of the European Union to Moldova Jānis Mažeiks, the EU High Advisor in the field of customs and fiscal policy Rosario de Blasio, Secretary of State of the Ministry of Finance Olga Golban, Secretary of State of the Ministry of Economic Development and Digitalization Viorel Garaz, economic consultant of the Economic Council under the Prime Minister Minister Diana Levcenco, UN Resident Coordinator in Moldova, UNCTAD regional coordinator, representatives of development partners, government bodies and the business environment. Director of the Customs Service Igor Talmazan noted that the launch in Moldova of the project to introduce a new computerized transit system (NCTS) is an event of paramount importance, both for the Customs Service and for the business environment. He thanked the European Union for the financial assistance of 1 million euros, as well as UNCTAD representatives for the assistance provided in the implementation of the project. Igor Talmazan emphasized that the new computerized transit system is expected equally by both the Customs Service and economic agents, and the benefits that both sides will receive include many customs simplifications, saving time and resources, as well as predictability of customs operations. According to him, the implementation of the NCTS is an important stage in Moldova’s approach to accession to the Convention on the Common Transit Regime and the Convention on the Facilitation of Trade in Goods, obligations under the Association Agreement with the European Union. The head of the EU Delegation to Moldova, Jānis Mažeiks, noted the efforts of the Customs Service in the process of bringing customs legislation closer to the legislation of the European Union, efforts aimed at developing a new Customs Code, which will come into force on January 1, 2024 and includes the necessary legislative framework for Moldova’s accession to the Convention on general transit mode. “From the point of view of Moldova-EU relations, customs transit is an important element of economic integration and is of vital interest to the business environment. The introduction of the new Computerized Transit System (NCTS) will reduce customs procedures and costs for economic agents, which will indirectly facilitate the movement of goods and cross-border trade,” concluded Jānis Mažeiks. “The launch of the NCTS implementation project is a result at country level, which Moldova took on as a commitment when it signed the Association Agreement with the EU almost 10 years ago. The essence of approaching EU standards means, first of all, simplification and convenience for business, and the introduction of NCTS represents this tool of simplification by optimizing resources and the ability to manage customs processes with one click,” emphasized State Secretary of the Ministry of Finance Olga Golban. Deputy Director of the Customs Service Lidia Ababii emphasized that NCTS will ensure the connection of the national electronic system to the Common Communications Network of the European Commission, which will be the first connection to trans-European information systems. Thus, the practical application of NCTS will facilitate trade between Moldova, the EU states and other countries participating in the conventions (Switzerland, Norway, Iceland, Liechtenstein, Turkey, North Macedonia, Serbia and Ukraine), will create favorable conditions for the export of Moldovan products to the markets of these countries, will improve the quality of services provided to economic agents, reduce costs and delays caused by declaring goods on paper, and also provide many other benefits for the business environment.
