Amcham Moldova proposes paperless interaction of banks and non-banking service providers with the National Bank of Moldova (NBM).

The American Chamber of Commerce in Moldova (Amcham Moldova), following DT Talks held within the Digital Transformation Committee and the Financial Services Committee of the organization, formulated a number of proposals aimed at improving the dialogue and interaction of banks and non-banking financial institutions with the National Bank of Moldova. These proposals have been sent to the Governor of the NBM, the Deputy Prime Minister for Digitization, the Agency for Prevention and Combating Money Laundering and the Economic Council under the Prime Minister. The letter notes that despite the existence of a special portal for data submission to the National Bank (crm.bnm.md), some paper documents are requested from market participants. Amcham considers it appropriate to develop this portal so that all correspondence/interaction with banks, including in the framework of special inspections, would be carried out through the portal, and the provision of incoming and outgoing paper correspondence would be minimized. It is also proposed to make amendments to the legislation related to the preservation and archiving of information. The letter reads that the interaction between the National Bank and the State Tax Service (STS) in the field of payment service providers should be carried out through electronic channels. This will allow the National Bank to have access to the STS information about the absence or presence of debts of payment service providers, as well as provide STS real-time list of payment services providers and companies, which are exempt from the law and require a license to receive payments, as well as organizations, which have been identified as having violations when providing payment services. This will ensure the transparency of the payment market and allow adequate and timely sanctioning of unauthorized market operators. Besides, in their letter, Amcham members express a great interest in the resumption of discussions on e-KYC.
