This is provided for in the Road Fund Distribution Program for National Public Roads for 2026, which was approved by the government at a meeting on Wednesday. According to the Ministry of Infrastructure and Regional Development, the program establishes the procedure for the distribution and effective use of allocated funds for the maintenance and repair of national roads. To this end, a study of the national road network and engineering structures was conducted, as a result of which road sections in need of periodic maintenance were identified and included in the program. The document stipulates that, in particular, out of the total amount of 672 million 679 thousand lei, it is planned to use 412.28 million lei for the maintenance of public national roads, including the current maintenance of roads during the summer period. These funds are earmarked for ongoing maintenance of asphalt, concrete, and dirt roads, engineering structures/bridges, and pedestrian bridges throughout the 5,993 km national road network. For the ongoing maintenance of national roads during the winter period, 150 million lei will be allocated for snow removal, distribution of anti-icing materials, purchase of machinery and equipment for winter maintenance, etc. 110.29 million lei will be allocated for periodic technical maintenance of roads for periodic maintenance of asphalt concrete and cement concrete pavements (application of bituminous coatings, thin asphalt concrete layers, regeneration of asphalt concrete pavement on site, laying of thin cold asphalt concrete layers of the “slurry seal” type), road safety works (installation of road signs and indicators, consoles, parapets, etc.), periodic maintenance of artificial structures/bridges and pipes, construction of car pavilions, public transport stops and parking lots, construction and repair of sidewalks. At the same time, 432 million 950.68 thousand lei are earmarked for the repair of roads and bridges, and work is planned to repair the road surface, as well as artificial structures/bridges and pipes. In 2026, it is planned to conclude contracts for the repair of 210.32 km of public national roads. The repair of engineering structures/bridges is planned to cost 9 million 006.5 thousand lei. The program provides for the implementation of major repairs of roads and engineering structures for 397 million 335.87 thousand lei, including major repairs of roads - 251 million 757 thousand lei. 575,680 lei will be allocated for the development and adaptation of regulatory documents, regulations, and technical conditions, 220.1 million lei is earmarked for the management of public roads, including arbitration and legal costs, including 200 million lei for the management of public roads and 20 million lei for arbitration and legal costs. 74.99 million lei will be allocated for design work, road and bridge assessment, and land acquisition. As noted by the government, in order to ensure the most effective distribution of the allocated funds, sections of roads in need of maintenance have been identified. “The decision concerns the safety of our citizens, the speed of ambulance response times, the safety of children at school, and the proper spending of every leu (MDL) allocated by the state. It is important that every leu invested in infrastructure is spent with great care and responsibility, and in the event of unjustified spending, we will take decisive measures,” said Minister of Infrastructure and Regional Development Vladimir Bolea. According to him, approximately 672.68 million lei has been allocated for the maintenance of national public roads in both summer and winter, as well as for ongoing maintenance. This amount also includes work on the installation of road signs, fences, the construction and repair of sidewalks, and the development of parking spaces. At the same time, 423 million lei have been allocated for the modernization of about 285 km of regional roads, and for the overhaul of roads and engineering structures - a total of 26 areas, to which more than 397 million lei have been allocated. In addition to funds for the repair and maintenance of the national road network, the Road Fund will finance the creation and equipping of a testing laboratory within the National Road Administration JSC, which will monitor construction materials and the quality of road repair works. The laboratory will also conduct research, development, and creation of technical standards for new materials and technologies in the road sector.
