
On November 1, Moldova will join the Convention on a Common Transit Procedure and will begin to apply the New Computerized Transit System (NCTS)
According to the Customs Service, the new digital tool will connect Moldova to the single European customs network. This means that economic agents will submit a single electronic transit declaration, valid from the point of departure to the point of destination, which will reduce the time required for customs formalities and lower costs. Electronic data exchange with the customs authority will be carried out in real time, which will increase transparency and predictability when conducting operations. For example, a truck carrying domestic goods destined for export to Germany or any other country party to the Convention will be able to submit a single transit declaration with the point of departure in Chisinau or the locality where it is located and indicate the route to the customs destination in Germany. Thus, transit customs formalities will only be completed at the point of departure, and crossing the border in the direction of entry will be recorded with just one click. NCTS will ensure the exchange of data between customs administrations, eliminate manipulation and abuse of documents, increase the effectiveness of risk-based controls and the use of personnel, etc. It should be recalled that the decision to accede to the Convention on a common transit procedure stems from Moldova's obligations under the Association Agreement with the EU. At the same time, on September 25, the EU Council announced its decision to invite Moldova to accede to the Convention on the Simplification of Formalities in Trade in Goods, which is an additional and important step towards the creation of a single European customs structure. The Customs Union emphasizes that Moldova's accession to the two Conventions will contribute to the strengthening of a single customs space in which our country, bordering the EU and Ukraine, will become an integral part of the European transit network.
