
In Moldova, amendments will be made to the Law on the Real Estate Cadastre to improve the legal framework and improve the quality of cadastral works.
In particular, the legislative amendments were approved at a meeting on Wednesday by the parliamentary commission on agriculture and food industry, recommending that this document to be discussed at a plenary session of parliament. The need to amend the Law on the Real Estate Cadastre is due to the imperfection of the current legal framework. There are ambiguities in the articles of the law concerning the technical part of the cadastre, the establishment of boundaries, an explanation of the method of maintaining the "cadastral plan" and "geometric plan", as well as provisions regarding the general and fixed boundaries of the land plot. The prepared new draft law, among other things, describes in detail the types and composition of cadastral works, field measurements, the establishment of the boundaries of land plots in the preparation of cadastral documentation for initial registration. It is also proposed to supplement the law with a provision stating that cadastral work is carried out by the State Services Agency and its territorial structures, state or private enterprises. In the organization performing the work, a certified cadastral engineer is responsible for the correctness of cadastral work. There is a duty to certify cadastral engineers in order to ensure the quality of work on the formation of real estate and delineation of state property. The bill also contains other proposals to amend the current Law on the Real Estate Cadastre. In general, the proposed bill is intended to improve the process of making changes to the cadastral plan in the event of errors in the mass registration / formation of real estate, which, in turn, will improve the quality of cadastral works and reduce their costs.
