Macroeconomics
• Annual inflation rose to 6.96% in August from 6.34% in July and once again moved above the BNM's target range of 5% ±1.5 percentage points. Prices increased by 0.22% over the month after deflation in June and July, while inflation since the beginning of the year stood at 4.88% versus 4.77% a year earlier.
Government regulation
• Parliament approved the tax and customs policy for 2027 in the first reading, which the Ministry of Finance expects to generate 5.1 billion lei in additional revenue: 820 million lei from income tax and the "vice tax," 1.6 billion lei from VAT and 2.7 billion lei from excise taxes. Changes include 12% VAT for HoReCa and some agricultural products, an 18% tax on income from financial and insurance activities, VAT on B2C parcels worth up to 150 euros and a 12-lei fee per parcel.
• The government is preparing two deregulation packages: amendments to nearly 100 regulatory acts are being reviewed, about 80 permits may be abolished or converted into notifications, and 172 permitting procedures have been identified outside the list established by law. In the area of inspections, risk-based plans, limits on the frequency and duration of inspections and checklists are proposed; nearly 74% of business complaints about inspections from July 22 to September 6 concerned the State Tax Service and ANSA.
• The Medicines and Medical Devices Agency simplified registration of CE-marked medical devices: dossiers with remediable deficiencies will receive "pending" status, and applicants will have 10 business days to correct them instead of facing automatic rejection.
Energy and resources
• Energocom supplied about 99.70 thousand MWh of natural gas in August, or 9.37 million cubic meters, at a purchase price of 57.80 euros/MWh; the gas was purchased under previously concluded forward contracts. For the season starting October 1, the company has already contracted more than 75% of projected demand.
• The electricity rate for residential consumers in August was 23.65% higher than a year earlier, while the gas rate fell by 13.86% and the district heating rate by 17.05%.
Foreign economy and trade
• In the first half of the year, food exports increased by 27.6% to 390.7 million euros, while imports rose by 1.7% to 601.8 million euros. Exports were led by grains and grain-based products at 176.6 million euros (+60%) and fruits and vegetables at 161.1 million euros (+8.5%).
International relations
• The government discussed with IMF Resident Representative Svetlana Cerović the reduction of the budget imbalance, tax reform, administrative expenditures, management of state assets and public debt, including more rational use of external financing and lower debt-servicing costs.
Investments and projects
• Five Austrian companies announced plans to implement projects and expand their operations in Moldova in energy, banking and finance, infrastructure and tourism. There are 91 companies with Austrian capital registered in the country, with about 47.3 million euros invested in their share capital.
• Moldova Railways announced procurement of design and construction works for the reconstruction and electrification of the Iasi-Ungheni line: the project includes the bridge over the Prut River, Ungheni station, the 1,435-mm European-gauge track, electrification and modernization of signaling and communication systems.
Banks and finance
• The BNM fined Flex Financial 1.44 million lei, or 4.47% of its operating income for 2025, for violations of responsible lending, reporting, transparency, loan classification and transmission of data to credit bureaus. Earlier in 2026, the BNM fined Prima Finanțare 3.02 million lei, FinComBank 7.70 million lei and EuroCreditBank 544.8 thousand lei.
Business and companies
• Incomlac plans to increase its authorized capital through an additional private placement of shares; the decision is scheduled for an extraordinary shareholders meeting on September 24. The company's authorized capital currently stands at 29.60 million lei.
