Macroeconomics

• From January 1 through July 17, the State Tax Service transferred 46.70 billion lei to the national public budget—an increase of 4.50 billion lei, or 10.70%, year-over-year. Customs revenues since the beginning of the year have reached 22.70 billion lei, exceeding the target by 2.90%.

Energy and Resources

• European gas prices rose by 20.30% over eight days—from 48.45 to 58.30 euros/MWh. Energocom attributes the increase to risks surrounding the Strait of Hormuz and competition between Europe and Asia for LNG; prices are expected to decline by early November.

• The government’s program calls for over 35% renewable energy, at least 1,200 MWh of storage capacity, and a new gas-fired power plant with a capacity of at least 100 MW by 2028. The Vulcanesti–Chisinau power line is scheduled to be commissioned in August.

• As of July 20, operators had enough diesel fuel to last approximately 8 days and enough gasoline to last 18 days. The National Energy Regulatory Authority (NARE) has not reported widespread shortages at gas stations, but farmers are reporting a shortage of diesel fuel on the wholesale market.

Foreign Economy and Trade

• Trade between Moldova and India grew by 6.87% in 2025, reaching $80.50 million; there are 75 companies with Indian capital registered in the country. Of the total volume, Moldovan exports accounted for $0.25 million, while imports totaled $80.20 million.

• In June, Moldova exported 151,500 metric tons of grain worth 620.30 million lei—a 13.90% decrease in volume and an 11.40% decrease in revenue compared to May. Wheat and corn accounted for 99.45% of trade volume; the average price of corn reached 4,362 lei/metric ton, compared to 3,862 lei/metric ton for wheat.

Government Regulation

• Prime Ministerial candidate Vasile Tofan’s program through 2029 includes five priorities: growth through investment, entrepreneurship, and exports; accelerating European integration; a digital state; security and justice; and quality of life. The authorities intend to fully utilize the 1.90 billion euros from the EU Growth Plan and prepare to sign the accession treaty by the end of 2028.

• The Ministry of Economic Development proposes to extend liability for defective products to importers, distributors, logistics operators, online platforms, and suppliers of digital components starting in 2028. The draft covers software and updates, maintains the general 10-year statute of limitations, and introduces a 25-year statute of limitations for health damage that manifests later.

• In July, the National Tax Service will focus its operational inspections on e-commerce, retail, HoReCa, tobacco products, markets, taxis, and passenger transportation. In June, violations were identified in 466 out of 713 inspections; fines totaled nearly 2.00 million lei.

International Relations

• Moldova and India have agreed to expand cooperation in trade, logistics, pharmaceuticals, renewable energy, artificial intelligence, education, and healthcare. India is ready to double the number of scholarships for specialists from Moldova; approximately 1,400 Indian students are studying at Moldovan universities.

Investments and Projects

• Chisinau has signed its first contract, worth 22.50 million euros, with Kazakhstan’s AK Zhol Kurylys to expand Mircea cel Bătrân Boulevard; the entire project is estimated at 74.30 million euros. Work will begin in August and is expected to take 24 months.

• A water supply system costing 60.06 million lei, with 143.50 km of internal networks, is being built in eight settlements in the Hîncești District. The project is expected to provide drinking water to more than 15,000 residents.

Banks and Finance

• The net profit of ten banks in the first half of the year totaled 2.36 billion lei, an increase of 14.60% year-over-year. Maib, Moldindconbank, Victoriabank, and OTP Bank accounted for 93.70% of the total; Maib earned 1.01 billion lei.

• A block of 13,000 shares of FinComBank, representing 0.99% of its capital, was sold on the Moldovan Stock Exchange for 11.05 million lei at 850 lei per share.

• The International Stock Exchange of Moldova has submitted documents to obtain a market operator license and plans to begin operations in late September. Its authorized capital is 29.48 million lei; the largest shareholders are the Bucharest Stock Exchange with 26.67% and the Public Property Agency with 20%.

Industry

• Industrial production rose 7.20% year-over-year in January–May and 8.20% in May. The food industry grew by 13.70%, metal structures by 50.10%, and the energy sector by 13.90%; beverage production fell by 16.20%, electronics by 36.10%, and non-metallic mineral products by 15.40%.

Agriculture

• Small and medium-sized agri-food enterprises can receive investment grants of up to 20,000 euros for processing, storage, packaging, digitalization, and efficiency improvements. In the first phase, 28 SMEs will be selected; applications are being accepted until August 9.

• The reconstruction of the irrigation reservoir in Corestouți, costing approximately 8.00 million lei, is 90% funded by an IFAD grant. The system will supply water to more than 80 hectares of farmland for about 40 farmers.

• Over the past week, AIPA authorized the disbursement of 9.89 million lei in subsidies; nearly the entire amount—9.88 million lei—is allocated to the LEADER program under Moldova’s Economic Growth Plan.

Business and Companies

• Orhei-Vit proposed terms for the purchase of Natur Bravo’s assets: to send contracts to current suppliers within three months, to purchase at least 90% of the average volume over the past three years from them annually, and to preserve jobs in Kupchin. These commitments are valid for three years; In 2025, Orhei-Vit reported 717.70 million lei in revenue and 49.50 million lei in profit, while Natur Bravo reported 263.80 million lei in revenue and a 25.50 million lei loss.

• ODA has launched testing of the digital “Entrepreneur’s Dashboard,” which automatically verifies compliance with the terms of funding programs and is expected to reduce application processing time from eight to three business days.

• Total Gravură has modernized its production facilities using a 2.00 million lei EU grant, purchasing new equipment and expanding its range of services. The company expects to increase output and enter the European Union market.

Social Economy

• Moldova ranked last among 29 European countries in terms of the volume of gas available per average salary: 704.70 cubic meters. In terms of gas prices for households, the country ranks 18th.
