Macroeconomics

• Investment in fixed assets in January-June totaled 16.43 billion lei, up 5.2% in constant prices. Investment in nonresidential buildings increased by 37.5% to 2.65 billion lei, while investment in intangible fixed assets fell by 27.2% to 715.6 million lei.

Energy and Resources

• In Q2, domestic electricity generation reached 551 million kWh, or 54% of total consumption; 86% of this output came from renewable sources. Separately, renewable electricity generation totaled 473.1 million kWh, equivalent to 46% of final electricity consumption during the quarter.

• Moldova and Ukraine agreed to maintain releases from the Novodnestrovsk Reservoir into the Nistru River at 60 cubic meters per second over the next two weeks. During the previous 10 days, average inflow was only 23 cubic meters per second, while the water level approached 112 m compared with a normal level of about 123 m.

Government Regulation

• The Ministry of Finance proposes introducing rules for the taxation of controlled foreign corporations from January 1, 2028: where ownership exceeds 50% and the low-taxation criterion is met, part of the foreign entity's undistributed profit will be included in the taxable income of the Moldovan company.

• From August 26, 2027, banks and other payment service providers will have to give customers standardized information on fees, while the NCFM will provide a resource for comparing service costs. Rules on switching payment accounts between providers will take effect on August 26, 2028.

• New Competition Council guidelines for assessing horizontal and non-horizontal mergers and acquisitions have taken effect: the regulator will analyze market shares, barriers to entry, potential coordination among competitors, and risks of restricting access to raw materials, infrastructure, sales channels or customers.

Investment and Projects

• More than 4.2 billion lei from the state budget was allocated to local development projects in 2022-2026: of 2,860 approved projects, 1,477 have been completed, while more than 1,300 are under implementation with planned investment of about 3.05 billion lei.

• The Ministry of Energy has drafted a special law for the second phase of the modernization of the Bălți heating system, worth about 17.8 million euros. The project includes individual heat distribution units in approximately 166 apartment buildings, conversion to horizontal heating distribution, and upgrades to CET-Nord infrastructure.

Banking and Finance

• The NCFM registered the fifth issue of maib bonds under the fourth public offering program, totaling 200 million lei. The issue consists of 10,000 three-year bonds with a face value of 20,000 lei each and a floating rate linked to the weighted average rate on new 6-12 month bank deposits plus a 1.5 p.p. margin.

Agriculture

• From September 1 to 30, farmers will be able to apply for reimbursement of 70% of insurance premiums under agricultural insurance contracts concluded in 2025. When preparing the measure, the Ministry of Agriculture estimated the required funding for 2026 at about 120 million lei.

• The quarantine pathogen responsible for grapevine flavescence dorée, Grapevine flavescence dorée phytoplasma, has been detected in Moldovan vineyards. ANSA established infected zones, ordered the removal of affected vines, and restricted the movement of planting material from outbreaks without official authorization.

Business and Companies

• Barza Albă plans to absorb Aroma: after conversion of the absorbed company's capital, Barza Albă's authorized capital will increase from 141.66 million to 166.24 million lei. Once the transaction is registered, all of Aroma's assets, rights and obligations will be transferred to Barza Albă.

Social Economy

• Since the beginning of the year, 16,006 people have found employment with ANOFM support; 30.3% of them had unemployed status. The largest shares were employed in community, social and personal services - 35.7%, agriculture - 17.2%, and trade - 14.5%.

• From September 1, the Moldovan Parliament begins its second regular session of 2026; the date of the first plenary meeting will be determined by the Standing Bureau after the draft agenda is prepared.
