At the same time, the amount of the compulsory medical insurance contribution, calculated as a percentage of wages and other payments, will remain at the current level of 9%. This is provided for by the draft law on compulsory health insurance funds for 2023, approved by the government at a meeting on December 7. The project provides that the income and expenses of the Mandatory Health Insurance Funds in 2023 will amount to 14 billion 138.6 million lei. Compared to the approved and adjusted amount of income for 2022, next year the income of compulsory health insurance funds will increase by 15.1% and, respectively, by 12.6%, and expenses - by 15.1% and, respectively, by 10.2 %. In the structure of income, own funds of state medical insurance will amount to 51.6% (7 billion 291 million lei), and transfers from the state budget - 48.4% (6 billion 847.6 thousand lei). Most of the income of the compulsory medical insurance funds will be provided by contributions in the form of a percentage of wages and other payments - 7 billion 009.7 million lei (+17.1% compared to the approved amount for 2022). Payment of contributions in a fixed amount will provide the compulsory medical insurance fund with an income of 136.7 million lei, which is 4.3 million lei more than approved for 2022. The cost of the policy in a fixed amount will increase from 4,056 to 12,636 lei. As before, until the end of March, some categories of payers of compulsory medical insurance contributions in the form of a fixed amount, who are required to insure individually, will be able to purchase a policy at a reduced price. Herewith, the preferential price of the policy will remain at the level of 2022.Thus, the owners of agricultural land, except for vegetable gardens and land plots for gardening, regardless of whether they transferred or did not transfer these lands for rent or use on the basis of an agreement, will be able to purchase a policy for 1014 lei until the end of March; individuals engaged in independent activities in the field of retail - for 1622 lei; founders of individual enterprises, individual tenants/users of agricultural land and holders of entrepreneurial patents - for 2028 lei; Non-working mediators, notaries, lawyers, bailiffs, forensic experts working in a forensic examination bureau, simultaneous interpreters and interpreters, authorized managers, regardless of the legal form of activity, who have received a certificate, license or permit in the manner prescribed by law, as well as non-working persons, self-employed as a family doctor, will be able to buy a policy until March 31 for 4056 lei (as in 2022). For non-working citizens and foreigners under international protection and living in Moldova for at least 183 days a year, as well as non-working foreigners who have been granted the right to temporarily stay on the territory of Moldova for family reunification, education, humanitarian, volunteer or religious activities, the cost of the policy will also remain at the last year's level - 2028 lei. According to preliminary estimates, about 65.4 thousand individuals will purchase the policy in a fixed amount, about 97.2% of them will be able to take advantage of the reduced price. As for the expenditures of compulsory medical insurance funds, the main amount will be used to pay for medical and pharmaceutical services (98.2%) - 1 billion 930.1 million lei, the remaining costs will be used to develop and modernize public providers of medical services - 30 million lei, for preventive events - 50 million lei.
