Government approved a state program to register apartment buildings as condominiums in 2026-2028, which will require 15.8 million lei for the implementation
The program provides for the verification and analysis of existing cadastral documentation, as well as the registration of apartment buildings as condominiums. This will create more favorable conditions for the maintenance of the housing stock and encourage owners to actively participate in the management of buildings and common areas, following the model used in EU countries. Currently, about 12,600 apartment buildings are listed in documents as the property of the state or local public authorities, despite the fact that the apartments in these buildings are privately owned. This discrepancy creates difficulties in managing buildings, delays repairs, and limits the ability to attract investment for modernization. The implementation of the program will make it possible to adjust the legal status of apartment buildings and bring order to the registration of real estate objects. In particular, entries in the Real Estate Register regarding building owners will be corrected, the correct registration of ownership rights will be ensured, and the quality of cadastral data will be improved. At the same time, information on the valuation of real estate used for taxation purposes will be supplemented and updated, both in urban and rural areas. In the medium and long term, these measures are expected to contribute to more effective condominium management, the establishment of clearer relationships between owners, and the introduction of modern principles of housing stock management. This will create a functional environment that stimulates investment, responsible maintenance of common areas, and renovation of Moldova's housing stock. The program will be implemented by the Ministry of Infrastructure and Regional Development in cooperation with the Agency for Geodesy, Cartography, and Cadastre and the Real Estate Cadastre public institution. In 2026, almost 1 million lei will be allocated for the implementation of the program, in 2027 – 6.7 million lei, and in 2028 – 8.1 million lei. // 04.02.2026 — InfoMarket
