Moldova announces competition for projects to create industrial parks under the State Program for the Creation and Development of Industrial Parks

This was announced by the Ministry of Economic Development and Digitalization and the Organization for Entrepreneurship Development (ODA), which are conducting the competition. The state program for the creation and development of industrial parks is being implemented by ODA and is aimed at government agencies and institutions wishing to initiate or develop industrial parks on state-owned land. Thanks to this initiative, the experience gained in previous industrial development projects is being expanded and used at the national level with a focus on the real needs of local communities. An important goal of the program is to support local communities and strengthen cooperation between government agencies and the business environment. The program supports both initiatives in the early stages of development, helping to prepare the necessary documentation, and existing industrial parks in need of modernization or infrastructure expansion. Thus, regardless of their stage of development, industrial parks can receive support tailored to their specific needs. In this regard, central specialized government bodies, local authorities, including the Gagauzia Autonomous Territorial Unit, as well as universities are invited to actively participate in the aforementioned project competition. Applicants are invited to develop and complete an application form. Concept notes may be submitted within 30 calendar days, starting from February 2, for evaluation by the Program Coordination Committee. It should be noted that in August 2025, the Moldovan government approved the State Program for the Creation and Development of Industrial Parks, a strategic initiative aimed at accelerating regional economic development and attracting investment to regions with the greatest growth potential. The program creates real conditions for the development of modern industrial infrastructure and the creation of new jobs at the local level. As previously reported by the Ministry of Economic Development and Digitalization, this is a strategic initiative aimed at stimulating the regional economy and reducing territorial inequality. To this end, the EU Development Plan for Moldova provides for the allocation of 250 million lei for 2025-2027, of which 50 million lei have been allocated for 2025. The new State Program for the Creation and Development of Industrial Parks provides for: the creation and development of at least four industrial parks in the coming years; attracting at least 20 million lei in investments for each park or registering at least seven residents; increasing the number of jobs and economic development of beneficiary settlements. The Ministry of Economic Development and Digitalization notes that until 2020, regional industrial development was mainly concentrated in free economic zones and industrial parks, which attracted investments, especially foreign ones. However, these platforms developed unevenly, and many regions were left without specialized industrial infrastructure, which limited local opportunities and exacerbated regional disparities. Given the high interest of local authorities in such projects, it is necessary to launch this new program to continue and expand previous initiatives. The Organization for Entrepreneurship Development has been appointed responsible for implementing the State Program for the Creation and Development of Industrial Parks.
