Moldova plans to increase the property tax rate from January 1, 2027, and to revise the criteria for assessing and paying this tax
Finance Minister Andrian Gavrilita told reporters that the tax rate and the criteria for its assessment and payment are to be revised as part of the new budget and tax policy for 2027, with the new rules coming into force on January 1, 2027. The head of the Ministry of Finance said that the process of drafting the bill has already begun and is expected to be presented to the public in 2-3 months. Andrian Gavrilita specified that the parameters of the cost and area of housing, the owners of which will have to pay property taxes, as well as the rate of this tax, are expected to be revised, but these changes should not affect people with low incomes. Currently, property tax, or the so-called luxury tax, in Moldova is levied on real estate for housing, including country cottages (excluding land plots), as well as shares thereof, which collectively meet the following conditions: the total estimated value is at least 200 times the average monthly salary in the economy, as forecast and approved by the government for the period for which the tax is calculated (in 2025 - 3.22 million lei and above), and the total area is 120 square meters and above. The property tax rate is 0.8% of the estimated value of the property as determined by the territorial cadastral authorities.
