The Ministry of Economic Development and Digitalization has published a Guide for Independent Entrepreneurs (Freelancers)

It describes five steps that allow any Moldovan citizen to take advantage of the new tax regime. As noted by the Ministry, after registration, an independent entrepreneur can immediately start working and receive income without invoices, cash receipts, or accounting, provided that payments are made using non-cash payment instruments. They pay a single tax of 15% on income received (up to 1.2 million lei per year) and 35% on the portion exceeding this limit; they do not submit tax or statistical reports. Registration as an independent entrepreneur is carried out online, through the MPass system, using an electronic signature. This new regime was introduced on January 1, 2026, by the Moldovan government to simplify the start of entrepreneurial activity for citizens of the country. This measure is part of a broad program of debureaucratization and digitization of relations between entrepreneurs and the state.
