An independent Tax Council will be established in Moldova by 2028
The Ministry of Finance announced this, noting that one of the pillars of public financial management in accordance with EU legislation is the existence of an independent tax institution at the national level. In this regard, Moldova has committed to establishing such an institution by 2028. The Tax Council is an independent body responsible for assessing economic forecasts, budgetary, and fiscal policies, designed to promote greater transparency in the budgetary process. The Ministry of Finance has begun the process of adjusting the national legislative framework with the support of the Ministry of Finance of the Netherlands. In July, the Moldovan Ministry of Finance and international experts held consultations with the relevant institutions, analyzing options for an institutional model. The findings and recommendations were presented at an event held at the Ministry. The experts propose creating an autonomous Tax Council with operational, financial, and functional independence. Its mandate will include assessing the government's macroeconomic forecasts, monitoring budget rules, and analyzing the national fiscal system. The institution will be managed collegially and will include its own economists with full access to the necessary data. State Secretary of the Ministry of Finance Maia Savva noted that the creation of the Tax Council represents "an investment in the credibility and transparency of budget policy," thanking the Dutch partners for their support, while Secretary of State Ion Gumene confirmed the institution's readiness to provide all the data necessary for the council's effective functioning. In turn, Deputy Chairperson of the Parliamentary Committee on Economy, Budget, and Finance Victoria Belous emphasized the important role of this institution in the budgetary process and the responsible use of public finances.
