The EBRD will provide Moldova with an additional loan of €150 million to modernize two sections of strategic roads

This is provided for by Amendment No. 1 to the Loan Agreement between Moldova and the European Bank for Reconstruction and Development (EBRD) for the implementation of Moldova Roads Rehabilitation V Project, which was signed on December 19, 2025, in Chisinau by Minister of Infrastructure and Regional Development Vladimir Bolea and EBRD President Odile Renaud-Basso, and the Moldovan government now plans to approve the ratification of this document at a meeting on May 27. The framework agreement was signed in London on January 22, 2024. It is planned that, thanks to additional EBRD financing of €150 million, two key sections of Moldova’s road infrastructure will be modernized in accordance with European standards, which will positively impact regional transport accessibility and connectivity with the European Union. Specifically, these funds will enable: the modernization and expansion of the M2 highway—the Chisinau Ring Road; the reconstruction of the M1 Chisinau-Leuseni road section, ensuring a direct connection with Romania; and the implementation of a road asset management system using modern digital tools. The total loan amount under the aforementioned agreement will reach 300 million euros. As previously reported, the second section of the Chisinau Ring Road (M2), 9.4 km long, will be expanded to four lanes. At the same time, the M1 highway, which connects the border with Romania (Leuşeni), Chişinău, Dubăsari, and the border with Ukraine over a distance of 84 km, will be reconstructed. The Moldovan government has requested an additional loan to ensure the completion of reconstruction work on sections of the M1 and M2 highways in accordance with European standards. These roads were recently included in EU Regulation 2024/1679 on the development of the Trans-European Transport Network (TEN-T). The agreement for the initial €150 million loan was concluded last year based on studies conducted in 2014 and 2021. The government emphasizes that between 2021 and 2025, the road construction sector was severely affected by the economic crisis, leading to a 39% increase in the cost of materials and labor. Overall, these EBRD investments will contribute to Moldova’s integration into the TEN-T network, economic development, and the achievement of European goals in the areas of transport accessibility and solidarity. The financing is part of a large-scale road reconstruction program funded by the EBRD. To date, the EBRD has committed to investing €692 million in the modernization of Moldova’s road infrastructure.
