The Moldovan Parliament passed in the second reading the draft law on the state social insurance budget for 2026 with revenues and expenditures of 51 billion 454.8 million lei
The document, developed by the Ministry of Labor and Social Protection, provides for a 6.8% indexation of pensions and social benefits from April 1, 2026. In 2026, more than 665,000 people will receive pensions. The birth allowance will increase to 21,886 lei, and about 36,000 children will receive this assistance annually. At the same time, more than 78,000 children under the age of 2 will receive a monthly allowance of 1,000 lei. According to the draft law, both the revenues and expenditures of the state social insurance budget for 2026 are estimated at 51.45 billion lei, which is 4.2% more than the revenues and expenditures for the current year. Their share in GDP is 13.6%. It should be noted that, compared to 2025, the largest increase is registered in the amount of social protection benefits in emergency situations. Expenditures for this subprogram are projected at 2.49 billion lei, which is 23.9% more than the approved expenditures for 2025. The authors note that this increase is due to the projected increase in financial support for low-income families through social assistance (580.37 million lei) and vulnerability reduction (projected at 1.91 billion lei). The largest share of the total expenditure of the state social insurance budget for 2026—66.5%—accounts for benefits for the protection of the elderly. This is 34.18 billion lei, which is 11.2% more than the funds approved for 2025. At the same time, 5.9 billion lei (11.6%) will be allocated for the social protection of persons with disabilities. The amount allocated for family and child protection will increase by 2.1% compared to the amount approved for 2025 and will exceed 4.9 billion lei. The cost of this subprogram is 9.6% of the total expenditure of the state social insurance budget for 2026. To support families and help women return to the labor market, the budget also provides for the creation of 2,000 new places in kindergartens for children under 3 years of age. At the same time, protecting victims of violence will remain a priority for 2026.
