Based on the results of the first 11 months of 2024, the Ministry of Finance allocated 5 billion 586.3 million lei at face value to finance the state budget through the primary placement of government securities
As previously reported by InfoMarket, the 2025 State Budget Law stipulates that the amount to be allocated to the state budget through the initial issuance of government securities is set at 8 billion 440 million lei. In order to comply with the law, the Ministry of Finance must raise an additional 2 billion 854 million lei in December. This year, the monthly financing of the budget deficit from the sale of government securities amounted to: January - 367.1 million lei; February - 966.6 million lei; March - 1 billion 453.8 million lei; April - 1 billion 339.6 million lei; May - 690.6 million lei; June - minus 300.4 million lei; July - minus 2 billion 273.8 million lei; August - 1 billion 152.5 million lei; September - 502.4 million lei; October - 814.9 million lei; November - 873.0 million lei. The total amount of internal state debt as of November 30 was 49 billion 547.5 million lei at par value. Of this amount, 36 billion 799.1 million lei (74.3%) is accounted for by securities placed on the primary market; 0.98 million lei - converted debts; 11,751.2 million lei - securities issued to fulfill the government's obligations to the National Bank arising from state guarantees. As previously reported by InfoMarket, the 2026 State Budget Law sets the amount to be received by the state budget from the primary issuance of government securities at 10 billion lei.
