Corresponding amendments to the Tax Code are proposed to be introduced within the framework of the bill, which was considered on Thursday by the parliamentary commission on economy, budget and finance. The draft proposes to replace the concept of "mandatory technical testing" with "periodic technical inspection". It is provided that vehicle owners pay a fee for the use of the country's highways on the date of the annual periodic technical inspection of the vehicle, if they have not paid the fee before that. In this case, without paying a fee, a periodic technical inspection of the vehicle will not be carried out. It is stipulated that enterprises conducting periodic technical inspection of vehicles are required to keep a computer record of all vehicles that have passed technical inspection. All data will be reflected in the State Register of Vehicles. At the same time, when registering a vehicle (when registering a transfer of ownership, issuing a duplicate of a technical passport), the applicant will no longer be required to submit an act of periodic technical inspection and proof of payment of the toll for the use of roads. Currently, individuals and legal entities owning vehicles registered in Moldova are subject to a fee for the use of roads from the date of state registration of the vehicle, if this fee has not been paid earlier. Herewith, registration, as well as a mandatory technical inspection of the vehicle without presenting a payment document confirming the payment of the toll for the current year, is not performed. And when registering a vehicle, the Public Services Agency requests confirmation of payment of the fee and a technical inspection report - and these are documents that are not within its competence.
