This was announced by the independent MP Gaik Vartanian during a briefing on Monday. He explained that the so-called local sanitation fee was introduced in the Tax Code in 2014, it is approved annually by decisions of the local public administration and administered at the local level. Gaik Vartanian stressed that in Chisinau, the sanitation fee is applied for the first time this year, which has caused a great public outcry, as well as "dirty manipulation" by some political players, who suggest that the Chisinau municipality cancel the fee. "If we want to reduce the fiscal burden on citizens, this tax should be canceled for all citizens of the country, not only for Chisinau residents, where salaries are higher than in other localities of the country," Gaik Vartanian said, emphasizing that in conditions of high inflation this year and rising prices for energy resources and services, it is logical to abandon this tax, but with the possibility of introducing it in the Tax Code after some time. At the same time Gaik Vardanian said that even if amendments to the Tax Code are approved, the law is not retroactive, so the abolition will only happen from 2024. In this context he emphasized that the appeals of some public persons not to pay this tax in 2023 are irresponsible, because citizens will pay fines and penalties for non-payment. As InfoMarket Agency earlier reported, under the Tax Code of Moldova, the local authorities have the right to establish the amount and procedure of application of the fee for sanitary cleaning, respectively, the amount and terms of payment, as well as the categories of exempted persons are different, depending on the locality. Thus, the fee for sanitary cleaning in 2022 in Straseni is 24 lei per year per person at the address indicated as the place of residence (in 2023 the rate was increased to 65 lei); the same fee is set in Calarasi and in Edinet, in Ungheni - 36 lei / person per year; in Taraclia - 60 lei / person per year for each registered in the dwelling, in Hincesti - 60 lei per year for each owner of the dwelling; in Chisinau and Comrat it is set at 120 lei/person per year; in Cimislia - 132 lei per year. In Cainari, the fee for sanitary cleaning is 30 lei per year per farm and is paid until September 30. In Ialoveni, the fee applies only to single-family households that have not signed a contract with a sanitation service provider, and amounts to 500 lei per year. By decision of local administrations, the terms for paying this fee differ: monthly, quarterly or annually with a limited date for fulfilling the obligation.
