The State Tax Service has given clarifications regarding the fee for sanitary cleaning, which is applied for the first time in Chisinau. In the context of public discussions about the legality of this fee, the STS informs that the sanitary cleaning fee, along with other local taxes, is regulated by the Tax Code and applied by the local public administration. Herewith, local public administration authorities can apply the entire list of local fees provided for in the code, or only part of them, depending on the capabilities and needs of the administrative-territorial unit. The subjects of the tax are individuals registered as owners of residential real estate (houses, apartments), and the object of collection is the number of individuals registered at the address declared as the place of residence. The mechanism for administering this fee is established by the local public administration authorities, they also determine the tax period, the rate of the fee, the frequency of calculating tax liabilities, and the services of local fees as part of the mayor's offices are responsible for compiling and sending payment notices to taxpayers, as well as administering the fee. Notices of payment of the fee for sanitary cleaning must be sent to taxpayers no later than 15 days before the due date for payment of the fee. The proceeds from the payment of this fee are administered by the public authority in whose zone the residential property is located. You can pay the fee online, through the state electronic payment service MPay and the portal https://servicii.fisc.md/TaxesAndFees.aspx. As a reminder, in Chisinau municipality, the fee for sanitary cleaning for 2022 is 120 lei per year and must be paid before July 31. Meanwhile, information was spread in social networks that this fee is unconstitutional, and also that the Chisinau Mayor's office, represented by General Mayor Ion Ceban, applied this fee illegally, in violation of established procedures.
