According to the Cabinet of Ministers' decision, in the area of waste management, in particular, certain specific approvals will be eliminated or integrated into existing procedures. Manufacturers who independently fulfill their packaging obligations will be able to obtain plan approval and registration in the relevant registry through a single procedure within 10 business days of submitting a complete set of documents. At the same time, medical facilities will be able to independently approve their waste management plans without prior approval from two government agencies, requiring only that they notify those agencies. For agritourism guesthouses, the requirement to submit a classification certificate when applying for subsidies will be eliminated in cases where operations can legally be conducted without this document. In agriculture, an outdated provision regarding phytosanitary products and fertilizers will be repealed. The amendments also provide for the repeal of the mandatory requirement for a separate fire safety notification for certain types of activities, without compromising the safety requirements that must be met. Another change concerns passenger transport operators, who will no longer be required to use yellow license plates. During a 3-month transition period, these will be replaced with white ones, resulting in savings of approximately 36.6 million lei per year. In addition, it will no longer be mandatory to include the vehicle registration number and seat number on tickets and receipts, which will simplify advance ticket sales and the use of electronic tickets. Simpler rules will also apply to pharmacies. They will no longer be required to have a separate office for the manager, and they will be able to be located not only on the ground floor but also on other floors of medical facilities, shopping centers, train stations, and airports, provided that accessibility and safety requirements are met. These measures were developed in collaboration with the business community, with the support of the Economic Council under the Prime Minister and development partners, as part of the reforms outlined in the Growth Plan for 2025–2027. Their goal is to reduce the costs and time spent on administrative procedures while complying with safety and environmental protection requirements. // 28.10.2026 — InfoMarket
