The Secretariat of the Economic Council under the Prime Minister is inviting the business community to submit proposals by November 9 on simplifying regulatory requirements and removing administrative barriers. These proposals will form the basis for new deregulation packages to be developed by the Ministry of Economic Development and Digitalization in collaboration with other government agencies. Businesses are invited to identify excessive requirements that hinder business operations and to propose specific solutions based on best practices in EU countries and the region. Particular attention will be paid to eliminating so-called "gold-plating"—national requirements that exceed mandatory EU standards or have been unreasonably retained during the harmonization of legislation. At the same time, the proposed measures must not conflict with Moldova's international obligations or the EU's regulatory framework. The Economic Council noted that, as part of the first wave of deregulation in 2026, two packages of legislative and governmental changes were developed. These packages provide for more than 70 measures to simplify regulation and the repeal or conversion of more than 70 licensing acts into non-permissive documents. In addition, approximately 160 permits were identified that are not included in the list provided for by the law on the regulation of business activities through permits. Starting in January 2027, these documents may no longer be required of economic agents. Both packages of the first wave are expected to be approved and take effect by the end of 2026. Proposals for the second wave of deregulation must be submitted by November 9 to the email address consecon@gov.md, using a separate standard form for each initiative and including specific examples and justifications. The Secretariat of the Economic Council will ensure that the proposals received are reviewed with the participation of stakeholders and will monitor their further progress. // 29.10.2026 — InfoMarket.
