In particular, Minister of Agriculture and Food Eugen Osmochescu held a meeting with members of the Sectoral Advisory Council on Seeds and Planting Material. During the meeting, they analyzed Moldova's production capacity for seeds and planting material, control and certification procedures, as well as import and export conditions. According to the Ministry of Agriculture, provisions of the Law on Seeds regarding the acceptance of documents equivalent to the standards of the Organization for Economic Cooperation and Development and the International Seed Testing Rules (ISTA), issued by government authorities or accredited organizations in exporting countries, which eliminates barriers to imports without compromising safety and traceability. In addition, during a meeting at the Ministry of Agriculture, a representative of the National Agency for Food Safety (ANSA) provided detailed information on the progress of developing a framework procedure for issuing phytosanitary certificates for certified planting material. This passport will accompany the planting material during sale and will confirm compliance with phytosanitary requirements, allowing batches to be traced all the way back to the authorized operator who issued it. The necessary provisions are currently being developed to standardize the phytosanitary passport based on the model used in the European Union. Following the discussions, a series of measures was developed to clarify and adjust procedures in this sector. The National Agency for Food Safety will examine the need to verify the sampling of consignments during the phytosanitary certification process for export, while the Ministry of Agriculture and Food Industry will initiate amendments to Government Decree No. 94/2024. At the same time, the National Institute for Applied Research in Agriculture and Veterinary Medicine will analyze the procedure for removing varieties from the Plant Variety Catalog, including a preliminary assessment of the genetic value of old and local varieties and consultations with their custodians.
